Mr. Bigas is a registered professional engineer and has over 45 years of know-how in the field of Product Production, Inspection, Management and Design on a variety of projects. Throughout his career, he has negotiated in diversities aspects of construction and/or design project. While working with the U.S.A. Army, he was responsible for Communications Electronic Equipment. His performance earns him, among others, the Value Engineering Certificate of Achievement by the Commanding General, USA CECOM.

During his execution as Executive Director of Puerto Rico Highway &Transportation Authority, he was responsible for the Priorities Constructions Program as well as Long Range Projections with a budget of 1.5 billion dollars five year program, in addition to the general management of the Authority. Among his accomplishments at HTA is the overall responsibility of planning, design and construction of the “Teodoro Moscoso Bridge”, at the cost of 95 million dollars. This public work won the “Innovative Highway Finance Award” one of the first recognize for exemplary efforts and dedication in facilitating and finding new sources of highway funding of Public Private Project Financing. Another innovated project was the “Baldorioty de Castro Bridge”. This precast/pre-stressed concrete Bridge is the first to be installed in Puerto Rico within 72hr. It won the 1992 “Harry H. Edwards Award” from PCI for excellence in architectural and engineering design using precast/pre-stressed concrete. All of these achievements succeed in Mr. Bigas being awarded by “The Junior Chamber International of Puerto Rico”. He was honored in 1990 with “The Young Man of the Year in the Government Award”.

Throughout the last 27 years, Mr. Bigas is dedicated to the evolution of Carcongroup Eng. Visualizing the need in today’s society for design, planning, management and engineering, he has achieved to organize a group of Professional for the arduous task. This can be recognized in one of our latest projects, the renovation of “Paramount Theater” in Santurce, PR. This project has been recognized as one of the projects that have endured in spite of the economic adversity.At this moment, we are providing Construction Inspection Services to the US Coast Guard in Puerto Rico and the US Virgin Island.
